Gtx 970 low gpu usage

Using Msi afterburner, it appears that recently my gpu's usage decreases periodically throughout games like Overwatch and GTA 5 from around 80-90+% to ~20%. The gpu and cpu temperature stays relatively low at around 50-60 degrees celsius for the gpu and 30-50% for cpu. I have noticed that in Overwatch, in addition to the fps drops due to the low gpu usage there is also audio lag which does not happen in GTA 5.

I have tried updating my motherboard bios, cleaning out my computer case, and updating/clean installing nvidia and system drivers with geforce experience and driver booster 3.

The fps is usually 150+ with the cpu usage being roughly the same. I have set everything to high performance in nvidia control panel for the gpu but I'm not how to do that for the cpu. Thanks for the reply tho.
 


Nvidia has nothing to do with your CPU. Check the bios and power options in windows

My power options in windows is set to high performance and I have turbo clock disabled in bios. There doesn't seem to be anything else that may limit the cpu voltage.
