Trying to figure out which power supply to get for my franken computers that I'm gonna give away two of them to a hardly any budget game design program at a school. the one has a i3 530 and 8 gigs of ram, the other is a core 2 quad 9550 with 8 gigs of ram also. They both are gonna have gtx 460's in them because that is just what I have laying around.

----------------------> Please don't include rebates in the price.

I want these to be under $45 each.

My favorite reference for GPU power supply info is https://forum-en.msi.com/faq/article/power-requirements-for-graphics-cards
Referencing that, for the GTX 460 they recommend at least 450 watts and 26 amps on the +12v rail.
If it was me, I'd go with two of these for $20 each plus $5 shipping: http://www.newegg.com/Product/Product.aspx?Item=N82E16817148053&cm_re=450_watt_power_supply-_-17-148-053-_-Product They have the recommended 450 watts and 32 amps on the +12v rail. They should be more than sufficient for this application and even have a 1 year warranty. They aren't a great brand like Seasonic or something but you are getting two for less than your budget for one. One of the reasons I think this unit is priced so low compared to...

One of the reasons I think this unit is priced so low compared to others with similar specs is that it is not 80 plus rated. That shouldn't affect performance, though, just power draw.

Or, you can go with a higher quality unit within your budget like this EVGA unit: http://www.newegg.com/Product/Product.aspx?Item=9SIA1N849Y4577&cm_re=450_watt_power_supply-_-17-438-082-_-Product It is also 450 watts but has a beefier +12v rail at 40 amps and is rated 80 plus Bronze making it more efficient (85%).
