I just bought a new motherboard,everything is fine,cpu working,ram working,but my video card wont start.The motherboard is Gigabyte GA-770T-D3L,my video card is Palit GTS450.I tried with old Geforce 8600GTS and i had the same problem.Now im using it with Ati Radeon HD 3600.When i plug the 450gts or 8600gts there is 1 long beep and nothing happens,no signal to the screen.I tried them on another build and they are working fine.

According the manual ( page 93), the long beep related to the GPU.
Either the BIOS is not up to date or the PSU may have problem. But I think it is the BIOS problem. Check the BIOS version if your MB don't have the newer one update it, and try again, you need to make sure which version MB you had, rev1.x or the rev3.1 http://www.gigabyte.com/products/product-page.aspx?pid=3808#bios
