Cannot slow fans on new MSI GTX 1060

I installed the card and the fans quickly ramp up to a very high speed, even though the card temp is about 27 degrees. Tried to slow them with MSI afterburner. Afterburner correctly recognizes the card as Geforce GTX 1060 3GB, but there is no interface with the fans. I used this same Afterburner to custom control fan speed on my prior MSI card with no issues. I tried uninstalling and reinstalling the drivers to no avail. Searching online, it appears others have experienced this issue on GTX 1060 cards, but I haven't found a definitive fix. Appreciate any insights.

I have the ASUS 3GB 1060 DUAL OC and it is also a very quiet card.

Not totally sure what action worked, but the problem has been solved. I shredded every display-related file (AMD, Nvidia) except the basic Intel stuff. There were quite a few download files even though I had originally used Windows Uninstall option. The last thing I did was physically remove the card and re-install it. I then downloaded (from the Geforce site) the driver package labeled 372.70 (it shows up in Device Mgr as 21.21.13.7270). In the MSI Gaming App, I shut down the "Zero Frozer" option as well as disabling the option that says the Gaming App overrides other controls. I did this so that I could set up a custom fan curve in MSI Afterburner, with the minimum fan speed at 26%. This card is dead silent even when the fans are spinning. I don't hear the card even with the window side off my rig. The temps are unreal cool, even compared to the R9-380 that this card is replacing in this rig. Firestrike 1.1 temp topped out at 56 celcius.
