If you are interested in playing new games at 60 FPS in higher settings, yes, you basically need to start over. If you are OK at running at lower game quality settings to get higher FPS, you are OK with just a PSU and video card.

If you can return your system, you should, for $700 you can get a better system, including the video card.

If you can't return it, just upgrade the video card.

Not sure of your budget, could you please tell me and it would be much easier.

However, for 1080p 60+FPS I believe a GTX 1060 will fit your needs very well. I own a GTX 970 and I can run most games on maximum settings on 1080p, and the 1060 is better, so that isn't a worry.

However, I do not know your budget so I can suggest 2, good PSUs from EVGA.

The EVGA 500B, 80+ Bronze Rated, and the EVGA Supernova G2 550W 80+ Gold Rated.
 


Your CPU will not run all games at 1080 at 60, for that you needed to have an i5 6600K and maybe overclock it. At least not on past Medium settings, on Medium or so it may be fine.

Just a video card won't help you, the CPU is not good enough for high-end gaming.

Agreed.

Did not look at all of the specifications for the PC he bought and I should've. Maybe try upgrading the CPU to a newer one, cannot recommend a good upgrade, but ensure the CPU is compatible with FM3+ Sockets.

Yeah, that would be a good choice, find a PC with either an i5 Processor or an AM3+ CPU, as they are good processors for gaming from both Intel and AMD.

First off I'd like to thank everyone for the help.Second,to clarify everything,what I need to do is start a new build,as swapping out the pc's parts wouldn't be worth it right?
