Intel 6700k MHz usage idle

I've noticed while running HW Monitor that even at idle my cpu is running at 4000mhz. This is purely stock cpu and on balanced power mode on Windows 10.

Is this normal or do I need to change a setting in BIOS?
 
I'd check with another program, such as CPU-Z, but at idle it should be clocking down. Check task manager to make sure nothing is eating CPU cycles and keeping it clocked up, and check Windows' power advanced settings that the minimum CPU state is set to 5%. If everything checks out, and it's still staying at 4GHz, I'd suggest loading defaults in BIOS.

I'll check cpu-z and I also have that Intel tuning utility program just for monitoring as I've never overclocked or have any intention to.

Unfortunately at the moment I'm at work, but will check all that stuff when I get home and report back.

Just checked with CPU-Z and it is also at 4GHz. Minimum CPU state is 5% and Max is 100%. I am guessing it has to be something in the BIOS making it stay this high when just using the desktop.

I restored the defaults in the balance mode and now the MHz are just jumping everywhere from 800-4k .
