Is my motherboard or CPU broken?

So I received my motherboard and CPU in the mail the other day. I installed everything onto the mobo: the CPU, RAM, cooler, and all connectors and headers that needed connecting. However the motherboard would not start at all. The PSU was working as I had tested it moments before. I then tried all sorts, resetting the CMOS, 1 stick of RAM, not putting the mobo in my case, and then following a guide of what to do when you won't post. None of this worked. I assumed my motherboard was fried and got a replacement which arrived this morning. I installed everything again and the motherboard worked this time. However it did not post/boot and I could not get a signal to my monitor. I noticed a clicking sound coming from my motherboard speaker, which was in sync with the lights on my GPU flashing on.. I then tried integrated graphics and still got no results. I then followed a guide to fix it. After reseating my CPU to see if that would fix it, the motherboard would not start at all. I don't know what is broken. My CPU or motherboard.

Any help?

Do you try use the stock cpu cooler?
If you don't have other compatible cpu/mb to test, may go to local PC shop ask for help, you are right, the problem maybe from either cpu or MB.
1) Do you try the paper clip method to test the PSU yet? http://forum.corsair.com/v3/showthread.php?t=63991

2) May check the cpu socket on the MB to see there is any bent pin(s) or not.

3) If the PSU test is good and no bent pin(s). And you try the "Bench it - Troubleshooting" again, may try outside the case, using onboard iGPU+ cpu+ cooler only, no RAM, no hard drive, with screwdriver to short two pwr ( you should be very careful, don't get an electrical short ) to start the PC. If you don't feel comfortable to do it, you may go to local PC shop ask for help. If the PC does not boot at all, either the cpu or MB may have problem.

1) The PSU works, i've tested it with another Motherboard and CPU..
2) No bent pins
3) I've tried that guide and it didn't work. I have tried to start the PC with no RAM, HDD, GPU, etc however I didn't use a screwdriver to start it and it still didn't work.

Haha, i've actually been using the stock cooler because I couldn't be arsed removing my 212 Evo over and over. I will refund my mobo I have currently and get a new one to test my CPU with. If my CPU is broken, what can I expect my PC to do?
