After booting the Motherboard CD, EVERY usb port is disabled

So I really don't know much about computers...all I wanted was changing from Windows 10 to 7 and i failed hard...
disabled my usb ports in the bios (long story..)
so finally i was able to get windows 7 with an old keyboard through the old port (so no usb port)
i was booting the motherboard cd and after every installation it went off and on again, so he installed the usb port driver and it worked again usb port 2.0 and 3.0 ...after the last installation when it went off and on again, every usb ports were disabled again
Now only my old keyboard works but the old mouse which actually was functional and it worked when i couldnt do anything without the usb ports ...
so what I'm trying to do now...I want to boot the motherboard cd again..but in the main menu i can't install it..i can only tab to another menu but i just can't install it ..it doesnt work..
Is there anybody out there who can help me?

That's strange. I know sometimes with mobo drivers they can be a chore, since they ask you to install in a particular order. I've had that issue with my laptop before. Have you tried downloading the latest USB drivers from the manufacturer?

Yes I did ...changed nothing
I even at least tried to install everything from the files from the Motherboard cd one by one
Every Mouse + keyboard works in the BIOS but as soon as the Windows Symbol comes up
No usb Port works
