I have a Core i5-4460 3.2GHz for a cpu and GeForce GTX 970 4GB [1920 x 1080] for a gpu, and 8Gbs of ram, I just did a clean install of windows 10 on my computer on an 4Tb sshd, and i did a bench mark test for GTA 5, and only get 1.5 frames. Im not sure why it's lagging so much.

Did you let Windows install all your drivers?
On a new install you should be heading to the motherboard & GPU manufacturers site & installing the relevant drivers.
If you did that, how are your temperatures looking?
