Solution
It depends on how you are using the power line adaptor Destructor.

If the power line has the ability for Wi-fi, and also using a wired Ethernet connection.

Go into both the settings for the Ethernet adaptor of the Pc and the wireless network card if you are using one over a wired connection.

Click on start, and control panel of windows.
Then click on network and sharing centre.

To the left click on change adaptor settings.
Left double click on the Ethernet adaptor shown, and click on the properties tab in the new box window that opens.
Click on the configure tab you see to the right.

On the next window box select the advanced tab Destructor.
For speed and duplex settings select a speed the adaptor should run at, try the 100Mbps...
Is powerline adapter plugged directly into the wall outlet (no surge protector, no power strip, no power spliter, etc)?

Now is your XBOX and PC plugged into the same powerline adapter, or a different one. Different circuits can make a very big difference in performance.

For flow control make sure Tx and Rx are enabled.

Enable ARP off load if listed in the settings.
Set auto disable Gigabit options to enabled.

Interruption moderation set to enabled.
Jumbo frame disabled if the option exists.

Large send offload for both IPv4 and IPv6 should both be enabled.

NS offload enabled.

Apply the settings, and click ok.

Restart windows once done to apply and run the new changes made to the wired Ethernet adaptor of the PC.

And run a speed test of the connection then Destroyer to see if DL / UL have improved ok.
