Decent Gaming PC with low FPS

i have a new build pc, yet get low fps in all my games, eg Arma 3 on MEDIUM settings is 10-15fps, Gta V HIGH 20-30 fps, Rust on HIGH 15-20fps etc, iv heard from a friend that theirs a chance i'm running my integrated GPU as opposed to my GTX 970, if such is the case how may i swap it

My specs are:
I7 4790k 4 GHz
ASUS GTX 970
8GB Corsair RAM
ASUS Z97 Sabertooth mk1
250GB Samsung 850 SSD
1TB Seagate HDD
Windows 10 64bit

I don't quite know what is wrong with my PC, iv spoken to friends who have less powerful rigs and they get better FPS, i'm new to the PC master race so any help is greatly appreciated Thanks
 
Solution
Make sure that your monitor is plugged into your graphics card, not your motherboard.
If it IS plugged into your graphics card, post your CPU and GPU usage under stress testing below.

Hey buddy, the HDMI is plugged into my 970, what software would you recommend i stress test my system with?, my friend suggested that it could be my drivers as iv recently reinstalled windows 10, would you recommend any software that can cover all my hardware updates? is it also possible that i'm running on my integrated GPU, is there a way of checking? and if such is the case how can i change, once again thanks for any help
 
Unigine Heaven or 3DMark on Steam, either are great.
Install the GeForce Experience software and just do an express installation of the latest drivers.
If you have a discrete solution plugged in, it will automatically recognize.
You're getting higher frame rates than an iGPU would put out, so no worries in that regard.
It is likely thermal throttling.
Also download MSI Afterburner to monitor temps during this testing.

Make sure you installed the latest drivers for your motherboard as well.
