I have a core 2 quad q9400 and a G2030 laying around both still have original motherboards. I'm trying to figure out which one to put the higher end video card in. The better cpu will get a Radeon 6970 and the lesser machine with get a gtx 460 1GB version.

Trying to figure out which card to use in each one. They both will have 8gb of ram.

I found that in games that were well-threaded, my old Q6600 @ 3GHz was roughly a match for a Core i3 4150, while in things not well threaded, the i3 slaughtered it. While it will vary from game to game, I'm thinking the Q9400 (overclocked) will win more often than not.

Yeah but your i3 4130 has 2 cores but with HT so 4 threads which can make a big difference and it is a Haswell Core running at 3.5Ghz while his G2030 is a Ivybridge 2 core 2 thread running at 3.0Ghz which is much slower than your i3. In his case I am thinking the Q9400 will be faster much more of the time especially overclocked as they can hit 3.5Ghz all day long on a decent board.
