Just a question about how CPU's work

So i'm looking for a good budget cpu, maybe around 150$ , I'll also be upgrading my motherboard, but that's not what this thread is about.

Right now i have an Athlon X4 760k , and it goes at about 3.8 ghz without any overclocking and it is also a quad core.

The question is, everyone says that the i3 6100 is a great upgrade to it, but i dont really see how.
the stock speed is 3.7 and its a dual core.

I wanted to know why the i3 is apparently so much better than the 760k.

Also if you guys have any suggestions for a 150$ range or so cpu that would go with my r9 380 gpu, im all ears

The Ghz comparison is a bad measurement to use when the CPUs in question are generations apart from each other. In short Intels CPU are much more efficient, completing more tasks per cycle than AMDs current CPUs do. So even if Intel CPUs complete fewer cycles per second compared to AMD they do more in each cycle than AMD does.

Looking at Ghz alone is like looking at just the horsepower of a car. You have to factor in the torque, MPG and cargo capacity too.

I3 6100 cores individually are MUCH stronger than anything on the market from amd. The i 3 is about as much if a quad core as an amd is anyway. As it's 4 threaded as well. Speed means absolutely nothing when comparing different cpus of different brands of even different generations if same brands. The 6100 does a lot more work per clock cycle, therefore it doesn't need as many cycles to perform the same task
