Problems with resolutions, GPU scaling

When I upgraded my GPU from NVIDIA to the AMD one (270x) I started to have stripes, black bars or whatever it is called even on non-4:3 resolutions. My monitor native and max resolution is 1400x900 but when I want to change it in Windows, I have 1600x1200, 1600x900 a or higher/bigger ones than my native as options. When I turn GPU scaling on in my AMD Radeon settings in the Display tab, my monitor pops up with the error how the selected resolution is not supported even though it is, 1280x720 for example. Then I have to rape my F8 button to start Windows in low resolution mode (640x480). How do I fix this?
