Recording PC Gameplay FPS Drop Issues

I usually record console games with my Elgato HD60 (capture card) for YouTube. This works seamlessly with my PC. Lately I've wanted to start recording PC games like H1Z1, CS:GO, and some even more demanding titles like Doom. I've played around with all my options thus far and I still can't find a balance between quality and fps. I have OBS, which I use to stream XboxOne and PS4. I know you can record local files as well but I haven't had much luck. I hope there is someone who can give me some advice and not automatically assume I need to upgrade my PC. Another thing I have seen is that you generally want record to a different HDD or SSD than the one you're operating on? I know write speeds play a factor too. I genuinely appreciate anyone who stops by to help.
Programs I have: Elgato Software, OBS, Fraps, The AMD app (No Shadow Play)
My PC setup: AMD FX-8350, Sapphire R9-270, 16gb Ram, 1tb WD Blue, 2 tb Seagate expansion hdd, Elgato HD60.
NOTE: I would like to record at 720p, 60fps.
