Can a motherboard get higher than 70 degrees when overclocking to 4.5GHz, FX 6300?

Hello,
I'm new, so sorry if I've posted the thread in the wrong category.

My question is if it is possible for a motherboard to get more than 70 degrees just by overclocking. My highest overclock was 4.5 Ghz and the system was already running for half an hour, but then I got bluescreens, couldn't start Windows 10, and when I've resetted the BIOS and booted into Windows, Hard Disk Sentinel told me that the status of my HDD is getting worse, so I stopped overclocking for a few days. I'm using the AMD FX 6300, which is running at 3.5GHz, Turbo at 4.0GHz. By the way, the HDD is seven years old because it's from my old computer but it was not the first time I was overclocking so I guess I've damaged the HDD myself -.-

I am OCing in the BIOS. My motherboard is the Gigabyte GA-970A-DS3P and I have the beQuiet! Pure Rock CPU Cooler. I'm talking about the socket temp. I'm watching the socket temps because they seem more legit than the Package Temp. The Package Temp was 20°C while the Socket Temp was around 40°C, and my room temperature is around 25°C

Yes, I know that the MB isn't very good for OCing, but I have the cooler at least.

EDIT: Could the voltage be too low? I was trying to run it at 4 GHz with the stock voltage.
