I also have another question was playing BF1 on ultra settings and was getting constant 70-80fps then randomly in the middle of the game started getting lag spikes dropping me to 10fps and it kept on happening?

GPU: Asus Gtx 1060 Strix
CPU: i7-4770k
PSU: Corsair 650W
Mobo: Asus sabertooth
 
Could be anything. You soul need to have been monitoring your cpu and you usage and temps. It could be a heat problem causing some thermal throttling but it could be Windows or another program was doing an update or scan in the background.

To check your temps HWMonotor is a good program.
 


that is normal on any modern gpu. some people called it as 0db tech. the fan will completely stop when in idle or light gaming. usually the fan will not going to start spinning until gpu core temps reaching mid 50s to mid 60s. asus is the pioneer for this idea when they first introduce this feature on GTX780Ti. the down side is your pc might a bit warmer but since the fan not spinning all the time it might prolong the fan life. still if you don't like it you can override the fan setting with third party overcloking tool such as MSI AB to use your own fan curve and force the fan to spin all the time.
 


that game still in beta. so it could be game issue. did you play in DX11 or DX12? they say DX12 have more stability issues at the moment.

No i wasent using the dx12 option. In the near future i plan on getting a good cpu and mobo what would you guys recommend i want something which is capable of overclocking and also is pretty damn good as in the temps are low even with pretty heavy load not like my i7-4770k which reaches 75 degrees when playing bf1 on ultra others are telling me they only get like 50 degrees
