AMD 4GB R9 380 suddenly running incredibly hot 100+ degrees

Over the past few weeks my r9 380 has been running 90-100+ degrees when running literally any game. In addition to this, my gpu will constantly be running at 100% load when running any game and will periodically freeze my games graphics for anything from 2-10 seconds every 20-40 minutes or so. I've tried reinstalling graphics drivers, I've tried checking fan speed, I've tried adjusting ingame settings. Nothing seems to be working for me and since it has only started happening over the past few weeks and nothing has changed in ways of hardware. I want to try and side step fresh installing or repairing my computer and will only do it as a last resort.

Windows 10 Pro 64-bit

Intel Core i5 6600K @ 3.50GHz 24 °C
Skylake 14nm Technology

16.0GB Dual-Channel Unknown @ 1064MHz (15-15-15-36)

MSI B150 GAMING M3 (MS-7978) 31 °C


4096MB ATI AMD Radeon R9 380 Series (XFX Pine Group) 49 °C (IDLE)

238GB SanDisk SD8SBAT256G1122 (SSD) 28 °C

Solution
1. Since temp is lower in idle, it's not a background process ramping up the GPU.

2. That means the GPU itself is:
a) not being cooled properly, or
b) temperature is incorrectly being reported

If the FAN is supposedly fine, then I'm baffled. I don't think it's a bad sensor because you have freezing issues.

I guess it could be a problem with the physical connection of GPU to the heatsink, but that doesn't usually go bad suddenly.

So...

Just in case it's a weird software issue you could:

1. Try in a different PC, or

2. Get a spare drive, unhook the others, and install W10 (do not activate), a game etc to test and see if a clean install will help

Perhaps contact TECH SUPPORT.

already did this, AV scan didnt show anything.
Also I just reset my computer (reinstalled windows but kept files) and it's still doing it.
Only thing I can think to do is do a full destructive reset unless anyone has any other ideas

(This is the user who posted the issue btw, I havent logged in to tomshardware yet)
