I upgraded from a 5 mbps down and 0.4 mbps up plan to a 10 mbps down and 0.8 mbps up plan about 5 days ago. Almost instantly after upgrading, my download speed improved, but my upload speed is at around 0.2 mbps. After talking with my ISP, they said the change should be instant. I already rebooted my router and modem multiple times and I am connected via Ethernet. What could be causing the problem? Any help would be appreciated!

Well i have comcast and home and work so i always use http://speedtest.xfinity.com/ which is powered by Ookla. Any time i call for issues with my speeds i always tell them i use their speed test.

Just run a bunch of different ones. if they all come back the same then call you isp and tell them to fix it. Comcast in my area will guarantee the speed 24/7, ATT only guarantees speeds on off hours as they may dip during peak times.
it doesnt matter if you have a 1gb up/down load speed, if the server your uploading/downloading to only has a .2mbps connection then thats all your going to be able to do.

like others have said, run a speed test to see what your actual speeds are. If you're still reporting low upload speeds then call your ISP and tell them.

What do you recommend I use to test then? JanHyka said earlier to use speedtest. Is there a program I can install to test more accurately? I've always used speedtest.net as well as testmy.net and speedof.me.

Ok, thanks. I wish I had comcast around here, my ISP is a mini monopoly and the customer service is terrible. I guess when they know that their customers can't leave, they can treat them however they want.
