I have
Intel i3 4005u
4 GB RAM
Intel HD graphics 4400 and windows 8.1
Can i play watch dogs, GTA V, witcher 3, fallout 4.
P.S I have played wwe 2k15,Far cry 3 without any lags on this system

No, hd4400 isn't enough at 1080p. Don't waste money on any games, the experience will be awful (low fps, stutter, even if the games start at all)

4gb ram also insufficient.

Certainly GTA v and witcher3 will ruin that setup. Sorry.

Your CPU and RAM is above the minimum requirement, but you'd want to invest in a graphics card to have a good experience on GTA V.
Having said that, Intel HD4400 just scrapes by on the minimum requirements list, but you will be limited to low resolution and the lowest details settings. Even then you might not have a good experience.
