2x 8gb Crucial ballistx ram
Gtx 980ti windforce
Asus z170 pro gaming

I can only boot into Windows if I disable all but 2 cores. I tried clearing CMOS. Nothing is working please help.

What processes were done in the lead-up to this?

Anything out of the ordinary?

the "ntsf.sys" is HDD related, but I'll admit a lack of correlation with the (only boot up with 2 cores active).
How long have you had the setup and what changed?
