I have seen mods for 4K/2K textures Mods For Fallout 4 ,GTA V
But I only have a 1080p display
And a GTX 1070
I am fairly new to moding so can I still use these mods
And get the quality which is sub par to the videos I have seen

yes you can use the mods, they will look noticeable better, they'll also use alot more vram is all. Because it's essentially a skin wrapped around a 3d model, it's not like looking a flat full 4k surface, it's kinda bent and you usually can't see it all at once.
