Hello I just bought a Toshiba Canvio Connect II hard drive its running slow in my PC. It transfer files at 1mb/s. I tried it in my friends PC and it working fine at 27mb/s. I don't know what's up with my PC. I am running windows 10 with old phenom ii x4 processor with Asus motherboard.

Hey there, Banjit Uzir.

The ~30MB/s speed is somewhat regular for USB 2.0 devices/ports. As for your computer, try a different USB port. Check if all the drivers for the motherboard are up to date as well.
You could also test the drive with a diagnostic tool, just to make sure that it's in fact working OK and that when you've tested it with your friend's computer wasn't a fluke.
