No output from USBs or graphics card

My son built a PC a while ago and all worked well but a problem has occurred. Usually the LEDs on mouse and keyboard light up but nothing now and it would seem there is no output from the graphics card. We don't know if this is a motherboard issue or CPU or software. Any advice to help diagnose would be greatly appreciated.
Spec:

- PSU - evga 500w silver
- CPU - AMD FX 4300
- HDD - Western digital blue 1TB
- Motherboard - gigabyte 78lmt-usb3
- Graphics - EVGA GTX 750 TI FTW
- RAM - 2x 4gb hyper x fury RAM
- OS - WINDOWS 10

I begin by checking PSU voltages. You can get a power supply tester at places like newegg from $15 to 25 bucks but I recommend
getting a cheap digital voltmeter because you can use it elsewhere also, like your car. ($5 at Harbor Freight, $8 at Walmart...) and then you can measure the voltages at things like the 24pin main connector, the 4/8 pin eps connector, the peg/pcie connectors, sata power connectors... You will at least know if the PSU is putting out what voltages it should supply.
