Hard drive on its way out?

I am unsure if my hard drive is going or something else basically,

When windows 10 was first released i instantly upgraded too it and had no problems as all then a few months later it randomly all corrupted to the point of where i had to fresh install windows 7 from the disk, so i did this then got windows 10 back, about a week later it was loading up slow and freezing the start bar on load up taking it a good 10 mins to work correctly, i tried scanning drive etc and when i did SFC scan it would crash around 22% and say scan & repairing C drive. after getting more and more annoyed with windows 10 and unable to find the problem i contacted the windows 10 tech team they tried everything as well and it would repeatedly crash and scan repair C drive and i was told to clean install windows 10 and to my sunrise it wouldn't work ethier.

So now i have gone back to installing windows 7 from the disk and kept with it, and now a week on it froze on start up and chrome was randomly corrupted? Can anyone shed any light on this please i'm out of ideas.

I assume you've already backed up everything you need prior to all the new Win installations, but if you haven't done that yet - please do. In order to determine if this is caused by a faulty drive you'd have to do some testing. Download the HDD manufacturer's diagnostic tool and run the tests to see what's the situation with the drive.

Please let me know how it goes.

the SMART test it passed and The short drive it passed, but when i was playing a video my pc randomly froze and made some buzzing noise?
 
So there's no warning or anything for any of the SMART attributes? Try the long tests as well (note that they will take some time though). Try the drive with a different SATA port and different cables as well.
Run a memory test, to see if there's something wrong with your RAM as well as this can cause freezes as well.
You've mentioned that the PC froze during a video, make sure that the GPU driver is up to date.

Its updated, but it decided to run another CheckDisk this morning and found 0 errors, but the task bar on startup froze again, im debating if just change the hard drive, but im also getting random not responding during different things and running really sluggish i know it can't be a virus, because this a fresh windows... and i have checked all drivers are up to date?

 
Well, as already mentioned it could really be something else. If you're not confident enough that you'd be able to find out what it is by running tests for the RAM, GPU, etc, you might want to take it to ca computer service shop, so that the guys there can fully diagnose it and hopefully deal with the problem.
