Can my PC run Fallout 4 with 30+ preferable 40 or more FPS on high or ultra?

I am just wondering if my PC can run Fallout 4 on High or Ultra at around 30-45 or more FPS?

Specs:

CPU: Phenom II X4 945 Deneb if it cant will a FX 8300 do the trick?
GPU: R9 380X PCS+ Myst.Edition
RAM: 8GB DDR3 Kingston HyperX Fury ram
PSU: SuperNova 650 P2 Platinum 80+

If my PC cant please tell me what i have to change i know my CPU is a little weak for Fallout 4 but i do know my GPU and Ram should be just fine (GPU i know for sure is just fine)

Probably as long as you're not talking about 1440p or 4k

If you ever upgrade the CPU, don't bother with the FX8370, your money is better spent going straight to a new platform.

Okay i know but i dont have money i only have money for the cheap stuff so i cant do that i would much rather get the FX 8300 other than a new entire platform cause i flat out dont got the money. Also it is 1600x900p

You didn't understand the point.... An "upgrade" to a 8370 isn't all that substantial for games. Don't waste the money, just save up for your next computer

I would rather go FX series they may be a older series processor but they are budget friendly and perform pretty damn well they can keep up with 2015 I3's while it is a CPU from 2012. (Its 2-5 FPS difference) Its worth it.
