I am trying to fidn preferably an AMD cpu upgrade for my Phenom, I am aiming to be able to run games like Witcher 3/Rise of the Tomb raider/Battlefield 1 at high/ultra with at least 60fps. I don't know if its my GPU or CPU but I most certainly cant run those games at those fps even if I'm not on high/ultra.

My current CPU: AMD Phenom 960t @ 3.7GHz
GPU:XFX Radeon R9 290
PSU: CX750m
MOBO: Gigabyte-970A-ud3p

I know many people will say wait for Zen, but I really don't really need anything crazy, I would be contempt with being able to run these games on high settings.

If a GPU upgrade would serve me better feel free to recommend one, although I've upgraded my GPU multiple times and I honestly have a hard time feeling as if my performance has been greatly improved.
Budget 300~

I have contemplated switching to intel using these two parts
CPU:Intel Core i5-4590 Haswell Quad-Core 3.3 GHz LGA

true, the cost of the intel cpu will be significantly higher than the amd upgrade but the intel cpu will certainly get 60fps on those games. then again there isn't many amazing cpu's that will also fit your motherboard, If you were going to get another cpu from the amd line at least get a am3+ mobo as they have better cpu's like the fx 6350 and the fx 8350. I recommend(to save money) to buy a cheap, reliable am3+ mobo and a amd fx6350 six core cpu. these are both cheap and play 60fps on nearly everything on high/ultra. I know this cause my rig has this and on the battlefield 1 beta I reach 80 fps minimum on high and about 60 on ultra with a gtx 960. still the intel is the best option by far as it has more upgrades for the future but...

He already has a very good AM3+ motherboard that would easily support a FX8350.

It wouldn't be a terrible idea to buy a FX6300 for cheap now and wait until you have more money for a more significant upgrade.

If you can afford this,

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($198.99 @ SuperBiiz)
Motherboard: Gigabyte GA-B150M-DS3H Micro ATX LGA1151 Motherboard ($56.98 @ Newegg)
Memory: G.Skill NT Series 8GB (2 x 4GB) DDR4-2400 Memory ($34.98 @ Newegg)
Total: $290.95

If not, your original idea allows you to reuse your current RAM and is therefor cheaper.
