i5 fan is loud, with a replaced stock fan either

The replaced fan has different noise but it's terrible and more than abnormal, I heard many pc's my friend even has the same pc as me with the same gpu made by the same company but his computer is quiet. I've had an i3 previously it's stock fan didnt even made noise. I checked the i5 fan if i stop it it doesn't makes any noise.

Now I have 2 questions:

1. If you guys know or experienced this let me know please what is this.

2. I still have the i3 cooler it looks so similar to the other coolers can i replace it with the stock i5 fan?

Depending on the size of your case, the Coolermaster Hyper212 evo or 212x is popular and about $30, but it's pretty tall. Cryorig C7 is another good option.
If you need something smaller, the Noctua NH-L9 is a good low profile choice, but are a bit more expensive at around $40. Best choice for silent cooling.
