CPU not running at full speed under max load

My Athlon x4 870k is supposed to be running at 3.9 Ghz but when i put it under load it only runs at 3.7 and i dont know why. if anyone can help that would be greatly appreciated

Are you sure you are putting it under full load ? It's supposed to go to 4.1GHz under FULL LOAD.
Which OS are you running ? There are settings in windows that can inhibit it running full speed.
