Usually comes pre applied on the heatsink , but I use MX4.

The paste pre-applied to the heatsink is decent is decent , if you want some for a future reapplication get the MX4 , I linked above.

All CPUs need a thermal compound of some kind between the processor and heatsink to facilitate heat transfer. Most heatsinks nowadays either have it pre-applied, or they ship with it in a separate little blister pack. The only times you really need better compounds are for extreme applications like overclocking or when your pre-applied / factory stuff doesn't do a very good job.
