Solution
You're gonna want the RX 470 or RX 460 before you think about the GTX 950. It's priced very high and isn't very competitive with cards in its price range.

Sure, it doesn't matter which aftermarket card you choose. Maybe looks, number of fans, etc matters to you, but it's a personal decision. You won't really notice a difference between cards. If you don't plan on overclocking yourself, you can go for the one with the highest manufacturer overclock.

The lowest I've seen a GTX 970 for is $200 after rebate. That will blow away a 950 and probably a 460 and 470 since it's neck and neck with the 480.

Nothing wrong with last gen. Even a 390 is ok. Assuming you can get it for less than a 480.

The 970 is like 4% better in directx11 and worse in directx12. There's not a big enough difference to say one if better than the other, but the 470 will do better with newer titles. With the 460, you will definitely run into situations where you have to turn the graphics settings down to achieve your desired fps, probably more often than not. I'd recommend the 4gb 470 if it's within your price range.
