Apartment Complex Wifi Nightmares

Before I get to excited and get ahead of myself I will start off with a bit of backstory of what is going on my apartment complex (Will be referred to as apartment co. or AC for privacy reasons.).

Ive lived at Apartment Co. for about a year now and the wifi has not been so ... wonderful to say the least. Speeds were decent got the job done for work and games. However there were constant complaints about the wifi being very slow. (I did not have this particular issue due to the fact i was hard-lined in to our rooms personal router. At the time of this Each Apartment had its own modem/router hosted by Time Warner cable.) As time went by the complaints kept on strolling in. The owners of Apartment Co, Decided to change up the configuration of the internet and began piloting ideas to fix it. Then comes in IT.CO (not real name of course) to propose different solutions ultimately coming up with a "fix" for the network. However the reason for the fix was a fairly odd one. The guy told the owners that the wifi bands were "crossing" and causing interference with each other (not explaining what you can do to fix by modifying the channels by choosing one of the 11 available, regardless of this) they hire IT CO

The Spring semester was coming to an end and the owners and IT CO came up with an idea to put up centralized APs' around the propriety as well as upgrading the speed to 150/150. They hired IT-CO to manage and install the AP's and (from how this was explained to me) "limit the bandwidth on certain services" This is understandable however, give certain websites more bandwidth to operate properly and more efficiently (primarily university stuff).

Summer comes along and most of the resident move home and the property is left mostly empty (maybe 20-25 residents currently staying here). Since the switch to Access points I was forced to go wifi with my ASUS AC1300 wireless adapter (might a say what a beautiful device). Speeds were greats, managing 60mb/s up and down all times of the day .. but it seemed too good to be true

Speed drops


This happens randomly and was very frustrating.

the start of this fall semester I enter the central office and I was asked to look at this email that a representative of IT-CO sent the message along the lines of (The reason the download is so slow is because of the fact that there is 307 devices connected and you have a speed of 150/150 if you divide the speed by the amount of users you get 0.48 mb/s per device)

im sorry WHAT?? He then proceeds to tell her that she should buy the faster package to fix the solution. is it me or dose this sound a bit .. scummy? I know a little about networking to know that, this is bullshit. I explain this to the community manager and she wants me to call them tomorrow .. she wants me to ask them about this however I feel as tho I do not know enough to make a change. Any ideas why this would be the case? Why would the net die for all devices and loose almost all its speed?

What is your question?

That 300 people sharing 150m internet connection is going to be really slow? You see posts on this forum of people complaining that have trouble with overloading 100m links with just people in a family where one person is abusing torrents.

If they have gotten creative and put some form of traffic limiters in it can be even worse.
