So I'll be buying a new gtx 1070 when the prices drop. I can get one for 420 euros but I'll be waiting some more. Might even get rx 490 if it's better. I'm planing to buy a new gaming monitor as well, something like 1080p@120hz, The real question is now, should I upgrade my CPU. My current cpu is i5 4690k. It can go up to 4.5 Ghz at 1.15v without going over 80 degrees in stress test on my hyper 212 evo. Is that going to be enough or should I get an i7 4790k? I don't plan on upgrading to skylake or even kaby lake because haswell is still amazing! Also is it true that when you get +110ish fps in let's say gta 5, your cpu gets stressed more than when you are playing the game on a higher resolution, let's say at 4k@60fps?

Solution
The i5 4690k will be more than enough for a 1070, you'll be perfectly fine, there is no need to upgrade! :)
Your CPU will obviously be more stressed at 4k as it is rendering more pixels, and has to keep up with the graphics card, although this is ultimately determined by your graphics power.
Get the BenQ XL2411Z or the VG248QE, they use the same panel, so whichever is cheaper would be best.
Resolution has nothing to do with CPU usage. Your CPU determines your maximum framerate, regardless of what graphical settings or video card you have. Run your games at lowest settings with whatever you have now, and you'll see how many frames your CPU can deliver - you won't get more than that with your new GPU.

Actually it can be either CPU OR GPU, depending on the application and resolution. At 2k I can peg my GTX 1080 at 100% meanwhile my 4690k is smoking a cigar and drinking Brandy at 60% across 3 cores, near idle on the fourth, boosting at 4.4ghz. Do this on an FX or lower clocked i5 and watch the 'neck move.

(edit:grammar, still bad likely)
(edit: again, clarity.....vsync off of course)

My 2 cents:

1) Buying a new CPU is a waste of money IMO. You would get a benefit in some games, but I just don't think it's worth it.

I don't like the term "more than enough" though. To me that implies there is no benefit to a better CPU which is not true for some games.

2) Resolution:
Actually, resolution has a LOT to do with CPU usage. The higher the resolution, the more likely the CPU usage will drop. You can easily test this, and I have done so.

Raising the resolution will still lower the FPS though. So, both CPU usage and FPS should go down. (which makes sense because you are switching the bottleneck to the GPU... when that happens the CPU is left waiting sometimes for it to finish.. that's what a bottleneck means)

3) *Most of this is academic. Great CPU. Great GPU.

Now all you need to do is properly TWEAK the game settings, and maybe get a better monitor at some point if you don't have a nice one. (possibly a GSYNC, IPS, 2560x1440).
