Hi:

I am looking for a recommendation to upgrade in the $600.00 range.

I currently have 8g ram (corsair), i3-4560 and gtx 960 and my MB is an Asrock H97M Pro4

Any ideas ??

Thanks

Ditto, even a 1060 would be a great upgrade imo, and more power is not really needed for 60Hz 1080p.
Get this:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor ($177.95 @ OutletPC)
Video Card: Gigabyte GeForce GTX 1060 6GB WINDFORCE OC 6G Video Card ($266.99 @ SuperBiiz)
Other: 8GB of the same RAM kit you have now. ($35.00)
Total: $479.94
Prices include shipping, taxes, and discounts when available

would this card be better than Gigabayte Windforce ?
ASUS GeForce GTX 1060 TURBO-GTX1060-6G 6GB 192-Bit GDDR5 PCI Express 3.0 HDCP Ready Video

No, it will be worse as it features a blower style cooler which does a poor job of temperature management, and sounds like a jet engine.
