No boot with new graphics card

My amd radeon r9 r70 broke (giving me grey screen) and bought a new one zotac GeForce GTX 950.

the new graphics card is connected but not working it seems, not booting, nor giving signal to monitor.

my motherboard is a dell 0Kwtv8, PCI connector requirements were met and power supply were met, seems to be all connected just no response.

Last time I checked, no problem with memory, HD and power supply. I can't use any traditional ways of getting it to work like safe mode and uninstall driver etc...

You should try plugging your HDMI cable from your monitor straight into your motherboard port so you can first have a display of some sort. Second, you should install the drivers for your new GPU. Once you do that, restart your computer and plug your monitor into your GPU now. You should also try a different PCI-E power cable for your GPU.
