Gtx 1060 and i3 6100 running hl2 at 10 fps HELP!!!

Hey im a first time PC builder and im sure today when i completed my first build everything was running good. My GTX 1060 strix was lit up my fans were all going i had good temps even using the stock Intel cooler and everything was good. i installed windows 10 64bit but everything looks too big but thats not the issue for now.BUT i tried opening Half life 2 and it was playing around 10fps low settings i was supprised so i opened a new game and everything waqs just awful i was hitting 1 fps ever 5 seconds and i started to get worried. ive been trying to fix this all day but i have no clue and my computer store wants 40 bucks. please someone help me. my Pc is running worse than a PC from 2001. and i dont want to get any other games until this is fixed HELP.

I'd agree with both previous suggestions. Double check to make sure the monitor is plugged into the back of the video card, not the video port on the motherboard (to make sure you're using the gpu and not the igpu). Also it sounds as though your graphics drivers aren't installed/updated or not installed properly when you mention how large everything appears. That tends to happen when using generic windows video drivers, when the proper drivers are installed the desktop/icons and everything should be displayed at the proper resolution.
Initial reaction, even with your claim of good temps, is whether the CPU cooler is installed correctly. This tends to be the main reason with such atrocious framerates.

The other is, connected to the everything looks too big comment, it sounds like you haven't installed the drivers for the graphics card. Open Device Manager and see what is under Display adapters. If it doesn't name your 1060 but sees a device there as generic (and not the integrated graphics), then you haven't installed the necessary drivers.
