Low FPS, unsure if PC build or poorly optimized game

My fps at Assassin's Creed Black Flag gets really low to about 15-20 fps.

My current build:
GPU: Geforce GTX 1070
RAM: 16 GB DDR3 Ballistix by Crucial
CPU: Intel core i7-4770k 3,5 Ghz
PSU: Corsair CX750M
Motherboard: Z87-K

2 1080p 60hz monitors


Nvidias optimal settings.

Ambient Occlusion: HBAO+ (High)
Anti-aliasing Quality: TXAA 4x
Environment Quality: Very high
God Rays: High
PhysX Particles: High
Reflection Quality: High
Shadow Quality: Soft Shadows (High)
Texture Quality: High
Volumetric Fog: On

My drivers are the latest version 372.70

I don't know if it is my build, because of poorly optimized game or what.

You should be getting much better performance than that. Are you having problems with any other games? If so, I'd check the CPU and GPU temperatures to make sure you don't have any thermal throttling happening. You might also want to monitor your GPU and CPU usage and clocks to make sure they aren't dropping while playing. If it's only Black Flag giving you trouble then it might be a driver issue and you might have to roll back to an earlier driver, not that you have a huge number of earlier options for the GTX 1070.

I have not any problem with GTA V but those two are the heaviest games I've tried thus far. I am downloading Witcher 3 at the moment and will try it and see the results.

With Black Flag the GPU does go over the clock limit when I monitored it with Gigabyte extreme game engine. It goes up to 2025 when the limit is 1823.
