CPU overheating, GPU and POST errors; possible PSU issue?

Hi there ... Amateur PC builder here, needing help:
Built a rig 4 yrs ago. Has been running flawlessly until a few days ago.
Issue 1: upon startup in BIOS "CPU Overheating" message displayed.
Troubleshooting: made sure the CPU heatsink was secured and fan was working as expected. Since that initial message - they issue did has not been replicated.
Issue 2: BSoD displaying a video issue. Odd, never seen one of these.
Troubleshooting: gave the rig an air bath (compressed air & vacuum). After rig was clear from all dust/debris; started it up. Video issue persists (looks grainy and ... 8-bit).
Next, I flashed the BIOS and reseated the GPU; tried again. Issue intermittent after a few reboots. Pulled the GPU, flashed BIOS, rebooted using the on-board DVI port. System restarted 3 times before reaching the BIOS splash screen (I assume this is a POST error).
Then, I reconnected the GPU card, powered-on again: 4 times the system rebooted prior to reaching the BIOS screen. When I say rebooted, the system shutdown (all fans stopped and lights went dark, then started up again).

My somewhat limited experience tells me this is either a bad PSU or bad motherboard. Any assistance would be greatly appreciated here. I can't live without my work horse :\

Edit: Late last week I also kept smelling a very faint burning/melting smell in the office where the rig is kept. I hate to even admit that because I know it sounds ridiculous that I didn't do anything right then ... :\
 
Solution
Firstly, I would suggest you recheck your CPU cooler. It could be you need to clean the CPU and cooler of the old thermal paste and apply new thermal paste. Following this, it would be a good idea to further download a hardware monitor to see what temperatures you are getting.

Secondly, somewhat concerned you took a vacuum to your PC. This could have built up static electricity and potentially mess up the components. For the time being, take a look at this sticky: http://www.tomshardware.co.uk/forum/261145-31-perform-steps-posting-post-boot-video-problems

Finally, a burning smell is rarely good. If indeed it came from the PC then something was probably on the verge of breaking down.
