$700 Gaming Setup

Hi i'm helping a friend set up his first gaming rig and he has a budget of $700 us dollars. so he will need everything including the computer, headphones, mouse, keyboard, and monitor. He will be using the computer for just gaming and wont need any os as i already have one for him. If you could make a part picker link or just list the parts listed out. thank you.

Does he have any concept of how much he would want to spend on the peripherals compared to the pc? (ex: ~$600 pc and ~$100 peripherals). Does he care about the quality of the peripherals that much, because if he doesn't he could just get a cheapo keyboard mouse combo on ebay for like $10, if he wants mech swtiches or anything fancy we'll have to take that into account.

little over budget because of the ssd, it makes boot times a breeze isn't really needed if the budget is super tight.
