Is my PSU good enough for an i5 4460 and gtx 1070

What are the prices of both? What country? As I said the CX450M is miles better than both of them. The wattage number is a meaningless value, shouldn't really matter. If you can afford a GTX 1070 I find it hard to believe you can't afford a half-decent power supply.
I agree with Turkey.
The wattage is meaningless unless you get a decent powersupply. You can get a 500 watt power supply made in china and it will barely be able to put out 300 watts. But you could also get a 1050 watt psu from an amazing, trusted company and it will put out 1150 watts if necessary

No it's a different CWT platform entirely based on the RM series. It has DC-DC converters, improves reliability and warranty, and a rifle bearing fan vs a crappy sleeve bearing.
