2GB vs 4GB RX 460 for 1080 gaming?

Seeking advice on 2gb vs 4gb RX 460 cards. Is the 4gb worth it? This is for budget 1080 gaming. I do want to play things like Rise of Tomb Raider and Dishonored 2 when it comes out. My first impulse was 4gb cards would always be worth it, but I saw some comments and reviews saying these cards don't use the full 4gb, and just get 2gb models. Is this true?
Thanks for any input.

Any links or pointers to a good explanation of why?
Thanks for taking time to reply to the thread, by the way.

For the same reason that the GTX 980 Ti had 6GB of VRAM while the Titan X which had almost the same performance (the GTX 980 Ti could even perform up to 30% better with overclocking) had 12GB. Games do not have massive VRAM needs. If you need more than 2GB for whatever resolution and settings you're playing at, an Rx 460 will be too weak anyway.

At what level of GPU does the increased VRAM become "worth it"? RX 470? RX 480? Something beefier?
