New pc build weird problem won't turn on for a while after shutdown sometimes

Last week I build a pc for a friend of mine.
I have build pc's before and never had any problems.
but this time I got a weird problem.
after I turn off the pc the pc won't start up for a period of time.
But it's not always that it won't turn on.
I already send the motherboard back and I got a new one.

the specs:


MS-TECH MS-N450 - Power Supply
AMD FX-4300 - CPU
Asro N68-GS4 FX - Motherboard
Corsair 8 GB DDR3-1600 (CMZ8GX3M1A1600C10B) - Ram

The CPU Ram and power supply have been sent back and fully tested.
there are no (known) issues with it according to the place were I bought the parts. they did sent me a new Motherboard just to be sure that there are no problems with it.

When the problem is that the PC won't start up, the fans are also not spinning.

I hope anybody can help me with this otherwise i have to pay my friend 300 euro back and I really don't have that much money at the moment.
(English is not my primary language so sorry for spelling mistakes)

EDIT#1:

I am sending the components back to let them get tested for problems. Hopefully they can find the problem that I am having for past week.

No, nothing is the problem there, I have tried to turn it on by touching the connectors on the motherboard with a scewdriver but it still doesn't respond.

I think the problem is that the power supply builds up static electricity but I don't know
for sure and have no idea how to confirm this.
The PC won't turn on after it's been at least 30 minutes on and 30 minutes off.
When the PC won't start the fastest way to get it to start is to unplug the power supply for a couple of minutes.
