Can you maybe build a system with the following components as a must?

GTX 1060 6GB EVGA
I5 6500 @ 3.2

I will add a bit to my budget if needed but i want these components as a must

You can go with a 8GB stick of RAM now, then you can upgrade to 16GB later.

change CPU to a 6500, maybe see if they have a cheaper 1060 6g.
