slow download speed normal upload and ping

For some reason my internet speed seems to be okay, my ping is around 20-30, my upload is a reasonable 7, but my download is very low at only 5mbps which on steam transfers to about 800kbs why is this? This is on my desktop but its also the same on my phone? ive tried using a Ethernet cable as I usually use a usb adapter performs the same!

5Mb is mega- bits (not bytes) and steam is displaying the transfer speed in Bytes
Check to see what speeds you are paying for but if its 7/7 then you are right on the mark with your steam download speed.
