Will a pentium g4400 and a 750 ti beat i7 4710hq and a gt 750m in gaming performance(1080p)?

I suppose the i7 will perform better than it normally does in Arma 3, but as I mentioned, in the end it all comes down to the graphical power present in the system.
Arma will utilize the CPU better, but remember this a low frequency mobile i7, and with a more than 100% difference in graphical performance the Pentium will still outperform it.
Here's a similar scenario where the graphics power is doubled for reference.
It's like comparing an i3 6100 GTX 970 build against a GTX 950 i7 6700 build, the i3 will still outperform it in the end in terms of frame rates, even though the extra power of the i7 will be better utilized in select titles.
The i3 will not bottleneck the 970, and it will not do as well as the i7 in terms of CPU...

The 750ti is much more powerful than a 750m, and the pentium shouldn't bottleneck, although an i3 6100 would be optimal.
Even though the mobile i7 has the edge in CPU performance, with such a poor graphics chip you'll get better fps with the 750ti in a desktop.

Yes, in most games. Although in games like Witcher 3, GTA 5, ARMA 3, the i7-4710hq "might" have advantages.

Nah, the graphics power holds it back in the end, simply not going to beat it, as CPU load is typically determined by the graphics card. Neither CPU will bottleneck, and as a result they will achieve the best graphics performance they can with their relevant cards.

As I've said earlier, the 750 ti will perform in most games. I just said that the i7-4710hq "might" have advantages on those games. In ARMA 3, I'm sure that the G4400 will be the cause of bottleneck, thus the i7-4710hq gets an advantage.
