So i bought a prebuild computer and when i started gaming, im getting decent fps in the games, which my laptop could do better.
I've updated my Cpu and gpu driver to the lastest.
Specs:
16 gig ram
nvidia gtx 1070
Intel i7-6700 @ 3.40GHz
Win 10 64 bit
x1 SSD 256
x1 HDD 1 GB
I'm not a computer genius and i dont know what to do to solve this problem :(

Yeah, i have plugged it into my gpu :/
Mostly i play csgo, which doesnt require much power to run, but still i get around 50-120 fps, if im lucky, i get around 120-150

By clock do you mean speed, because when i play its around 3.37GHz
´Temperature, no i havent checked it, is it important?

Only 200 fps? shouldnt it be higher :)?

yes, the Ghz is the units to measure the chip clock frequency.
Use a program like MSI afterburner. it allows to monitor all temperature and frequency of both CPU and GPU.
3.37GHz for i7-6700 is low under load.
Temperature is very important as if something overheats, it starts to work much slower to prevent damage

I had an issue where I had 30fps. I am running gtx 1070 and I5 6600k. I found out that my CPU was throttled at 800mhz. I had to download Throttlestop and uncheck "BD prochot"

Run the intel extreme tuning program and see if it says throttle "yes".

If it does run, through the steps above.

I've taken some temp now, Witcher 3 Ultra settings, GPU: around 60-65 celsius and cpu around 35-45 celsius

I'm not so familiar with advanced system etc etc., What do you mean by "16c ambient" also OSD? Reset Bios, i can give it a try, will it like delete all my stuff or?

it will not delete the staff, just reset the bios settings to default.
OSD - on screen display. you can enable and configure it in afterburner so the things you want (temperatures, frequencies) to see will be shown as overlay in games.
ambient - room temperature.

Alright! i'll give i a try, doubt it will work! ill give you message a soon as i've done it and see difference/nothing
I have normal temp. for a household, guess it's around 24?
While gaming, no, i just went into Witcher loaded the in-game and alt-tabbed to see the temp. I can do it and give you a update!

So i ran witcher 3, For about 15min and the gpu is around 80+ and cpu is 45-53
Sadly i couldn't use msi OSD, because the function wasnt there.

I dont get it, my Intel core speed is ALWAYS 3.37 when i play games, making photoes etc. Cant i like speed it up since i cant overclock it or do something about it ?

If your CPU is maxing out at 3.37 GHz, that means Intel Turbo Boost is disabled in the bios or some software has disabled it. Go into the bios and make sure that Turbo Boost is enabled and also make sure that the C States are enabled. At least C3 has to be enabled to get full speed out of one of these processors. Post a screenshot of ThrottleStop while you are running a single thread of the built in TS Bench test so I can see how you have your processor setup.

I am not familiar with your computer or motherboard. Sometimes the options available in the bios are very limited. Do some Google searching to figure out how to get into the bios so you can have a look in there to see what is available. Post some screenshots if you are not sure about any options you find. If a manufacturer decides to set the Turbo Power Limits to a very low number, this can also result in Turbo Boost being disabled.

It's probably too many background process running, use razer cortex or something. Always close chrome and if you download the rAzer cortex check the boost section and click on all the non windows services.
