Do i need a better cpu cooler?

I recently built a system with an i7 6700k with a cooler master hyper 212x. I managed to oc up to 4.4ghz with a vcore of 1.2v, stable run test thru aida64 for 12 hours. However, when i tried to go 4.5 with 1.3v the system cant be stable. So my qustion is do i need a better cpu cooler so i can get past 1.3v? Because whenever i up my voltage to past 1.3 my system always crashes. Is it the cooler or i have a bad cpu chip? Any response will be much appreciated. Thanks.

it's not necessarily you cooler.
the 212x is kinda decent one.
most probably you have other limitations. not every chip can go to high clocks or work with higher voltages.
Also, as mentioned above, could be that your MB is not suited for such voltage (though less probable)

Im using the asus z170 deluxe motherboard
My temps are 33-35c on idle
58-63c on full load.
 


That means that your cooler is really fine.
Also, the MB you are using is more than decent.
It is either you were unlucky with silicon lottery or you doing something wrong with the settings in overclocking process.
For example, there are different voltage modes: dynamic and static, for manual overclocking and testing, the dynamic is less good as if you set 1.3v, it can result in 1.5v actual.
Asus boards have AI utility, have you tried the Auto Tune (or whatever the exact name) option ?
If not, try it and post the results here.
