I have an:
I5 650
4GB Ram
GT730 2gb ddr3
I am looking to play gta 5 at 1336x768 low/medium at 60fps stable, and maybe CS:GO with 100fps.
What should I upgrade?

It depends on your budget and what is available. The 560 TI is fairly old now. If you can get one for less than $50, it might not be a bad deal.
For gaming, the first thing to upgrade is your GPU. A lot depends on your budget, but the GT730 is a pretty terrible card for gaming. If I knew how much you could spend, I could make a more specific recommendation. Right now, there are some great prices on GTX 960s if you shop around.
After the GPU, you could get a more minor boost by upgrading your CPU to an i5 750 or 760. Those only cost $30-$40 used on ebay. That will bump you up to a quad core CPU.

Will the GTX560 TI 2gb ddr5 cut it? Maybe a processor you said up above to go with it, and a few gigs of ram?

A good budget video card upgrade that can run in many systems is the GTX 750 Ti, comes in a small form and can run on a good quality PSU of about 270 watts, although 300 is recommended. For games like GTA 5, nothing really under that is worth the money.
