Inadvertently uninstalled qualcom ateros network adapter AR8172/8176/8178 PCI- E Fast Ethernet Controller (NDIS 6.30) Without knowing what it was at the time. How can I reinstall it without Internet connection?

Yes, although you will need to use another computer to download the adapter from your computer manufacturer's support web site. You can transfer it on a USB stick and install it from there.
