High-end PC runs games poorly - why?

Recently I upgraded my PC. Previously, I had an AMD 7770 1 GB video card, and an Intel i3-3220 CPU, but I upgraded the video card and processor. These are my current specs:

AMD R9 380 4 GB video card
Intel i5-3550 CPU
8 GB RAM
500W power supply

However, my computer does not run games very well at all. Playing DOOM (2016) on default settings, my FPS drops to 20 in combat situations. Lowering graphics settings (including resolution, which is normally 1080p) does not help. Even worse, Shadow Warrior (2013) drops to 30 FPS even when there are no enemies on the screen. What's going on? Here are a few things I can verify:

- My graphics drivers are up-to-date.
- I applied thermal paste to the CPU when installing it.
- My monitor is plugged into my graphics card, not my motherboard.
- I scanned my PC using Malwarebytes, and found no malware.
 
Solution
In crimson you must turn off the power efficiency setting in the global tab

With doom, make sure you have it set to the Vulcan api in the settings

What is the gpu and cpu temp during games?

If you go into bios, do you have turbo boost enabled for the cpu?

Run a benchmark like firestrike and tell us how you get on

Have you checked that the games are trying to run of, of the 380? It may sound strange (or im just being an idiot that thinks this can happen) but ive seen people say that games were using the CPU rather then the GPU. Even though windows was set for the GPU.

When I run dxdiag.exe it says that my display device is the R9 380. Also, I was experiencing a minor graphical problem in DOOM (independent of the low FPS) that was fixed when I updated the drivers for the R9 380. So that can't be the case.
 
Your drivers are up-to-date, but did you do a clean install of them when you changed cards? i.e. uninstall drivers, run DDU (display driver uninstaller), install latest?

What are your temps and usage (CPU and GPU) when gaming?

Are you running the latest BIOS for your motherboard?

Found out I had some old drivers on my computer that I didn't properly uninstall, so I used DDU to wipe all my current/old drivers off my computer, then I installed the latest ones for my graphics card. Now DOOM runs significantly worse than it did before. I don't understand what happened...
